一根网线真能对接城乡?–财经–人民网   “要想生活好,赶紧上淘宝”,商务部数据显示,今年上半年,农村网络零售额超过3100亿元,全国农产品网络零售额达560多亿元。面对这个潜力无限的市场,农村电商成了不少创业者追逐的新风口。  最近,在苏州召开的全国“互联网+”现代农业工作会议暨新农民创业创新大会上,农业部部长韩长赋指出,推进“互联网+”现代农业的突破口之一是推进农业电子商务,让好产品卖出好价钱。  但在互联网与农业这个最传统的行业相碰撞,激发创新火花的同时,也面临不少问题。站在风口的创业者,如何乘风飞得更高?  网店建成还差啥?  “卖难”有所缓解,但仍存物流等痛点  毕业于中科院空间物理专业的刘传军没有继续仰望星空,而选择面朝黄土,义无反顾地走上了农产品电商创业路。  决心坚定来源于对农村的深厚感情。在农村长大的刘传军说,农村不缺优质农产品,但好东西却卖不上好价钱。农产品物流链条有五六个环节,代理商赚取了近80%的利润,农民处于产业价值链条的底端。2014年,他创办蔬菜电商――美菜网,致力于为中小餐馆提供新鲜蔬菜配送,在帮助农民实现产销对接的同时,最大程度简化农产品的流通环节,增加农民收益,也降低餐馆的原料成本。  找到市场只是第一步,关键是如何将农产品及时送达。刘传军坦言,专营生鲜农产品的电商,生存之道是运输速度快、产品质量高,这必须以发达的物流体系为依托。创业初期,美菜网与多家快递公司合作过,但没有一家能在速度、品控和损耗率上满足要求。  无奈之下,刘传军只能自建冷链物流体系。他说,生鲜冷链物流的成本比普通物流高1―2倍,冷链成本占销售额的25%―40%。加上冷链设备、运营维护等,负担相当沉重。“希望加大财税等政策支持力度,为冷链物流业适当减负。同时提升冷链运输规模化、集约化水平,发展第三方冷链物流。”  物流是农村电商的痛点。王锞是菜鸟网络农村物流业务总监,他经常被农民问到,“怎么把我们的好产品卖出去?”王锞说,如何将好的农产品运到市场,对农村电商来讲也是个大困扰。一方面,物流网络尚未覆盖到不少农村地区,消费品下行和农产品上行都有梗阻。另一方面,物流设施水平低,无法满足生鲜类农产品的运输需求。  一些大型的电商企业开始布局农村物流。阿里巴巴启动千县万村计划,在三至五年内投资100亿元,建立1000个县级运营中心和10万个村级服务站。苏宁通过1600多家直营店,打通农村市场服务的最后一公里,超过90%的区域已经实现了次日达。京东在全国10个城市建设了先进的多温层冷库,覆盖了63个大中城市。  政府层面也在推动。农业部组织新型农业经营主体对接电商平台,在10个省份开展鲜活农产品进城;支持分级包装、冷链物流等基础设施建设。商务部副部长高燕介绍,2016年上半年,累计利用国家专项建设基金96亿元,带动社会资金1600亿元,支持182个农产品批发市场和冷链流通设施项目建设。同时组织大型电商、农业生产流通企业和地方政府合作,促进农村传统流通渠道的升级。  做好农村电商需要啥?  有热情,还要更好地了解农村农业  来自江苏的鲁曼一直按照传统的“赢家”轨迹前行:大学毕业进入待遇不错的国企,直到她追随男朋友来到盐城建湖县高作镇陈甲村创业。父母强烈反对,周围村民也认为他们是在城市混不下去才回来的。但小两口有自己的想法,“我们希望让青春变得不一样,更希望带动乡亲们富起来,改变农村面貌。”  理想丰满,现实骨感。在创业途中,遇到不少难题。先是在资金上受挫。创业初期,他们尝尽了四处借钱却借不到的心酸。养殖上也遇到麻烦,尝试了很多养殖品种,都没有成功,经过长时间的摸索试错,才选择了好养好卖的火鸡。  通过自筹、贷款和扶持资金,解决了钱的问题。他们建起网络销售平台,扩宽了销路。“农村创业绝不是想象中那样简单,单纯靠热情难以成功。”鲁曼说。如今,他们的火鸡事业走上了正轨,不少外地的大客商慕名而来,火鸡养殖规模越来越大。她说,看到通过互联网把冷门的火鸡变得这么火,村民的看法变了,不少人主动寻求合作。目前养殖基地实现火鸡生态养殖加工销售、羽毛工艺品研发为一体,带动了全国1804户农户。  逃离北上广,回家做电商。互联网与农业的深度融合,深刻改变了农业农村,激发了更多年轻人返乡创业的热情。大学生返乡创业人数年均增幅保持在两位数左右。截至2015年底,大学毕业生返乡创业比例从0.5%增至1%。他们有文化、懂技术、会经营,为农村发展注入新活力,为农业转型升级带来新动能。  但“新农民”跨界农业电商有诸多的不适。浙江大学中国农村发展研究院教授郭红东说,不少新农人热情很高,但不熟悉“三农”,不懂农村生产,不会与农民打交道。甚至出现市场渠道打通了,农产品供应却出了问题的状况。只有成为精通互联网和农业的复合型人才,才能做好“互联网+”农业。  城乡“数字鸿沟”如何填平?  补互联网课,补设施短板,加强农民培训  几年前,在北京漂泊多年的王志强用打工积蓄,买了一套电脑和一本网上开店手册,回到老家山西陵县。“北漂”生活让王志强开了眼界,也在他心中埋下了创业的种子。  农民触网,难度不小,第一道坎就是农村网络设施落后。王志强说,当时村里还没有开通网络,他只能到县城网吧注册淘宝。经过摸索,开始出售红枣、核桃、小米等土特产,用手机、摩托车和一根网线搭建起了新事业。但不懂营销推广,让王志强遭受不少挫折。  鲁曼对此也深有感触,一部分农民愿意从事电商,但无奈知识储备达不到要求,不懂得互联网思维,碰壁不少。  “无论是政府部门,还是专注农民培训的企业,都应找准农民需求,提供更有针对性和趣味性的培训课程。”鲁曼说,她曾和农民一起在网上学习电商课程,里面的专业名词很多,不要说农民不懂,她都听得云里雾里的。  加强对农民进行互联网培训势在必行。农业部副部长屈冬玉介绍,农业部正加大对“双创”带头人的培训力度,从有经验的企业家、职业经理人、创业带头人和科研院校专家中,筛选培养一批农民创业创新辅导师,培养一大批既懂互联网又比较了解农业农村特点的新农民。  农村基础设施亟须完善。农业部市场与经济信息司副司长王小兵说,农村互联网普及率尤其是接入能力还较低,“互联网+”大潮已来临,为“三农”带来难得的发展机遇。如果“+”晚一步,就可能进一步拉大与其他产业的差距。  王小兵说,农业部正在实施信息进村入户工程,向农民提供政务、事务、电子商务等服务,让更多农民享受到互联网的便捷。截至今年5月底,建成益农信息社19316个,提供公益服务273.5万人次、便民服务8945.2万人次。未来两到三年,益农信息社将基本覆盖全国所有行政村。  农民是“互联网+”农业的主体,也是农村创业创新的主体。2015年,中国互联网发展状况报告显示,农村网民规模达1.95亿,农村网民中用手机上网的用户已达1.7亿。互联网为新农民创业创新提供了广阔空间。屈冬玉表示,随着“互联网+”农业的发展,面朝黄土背朝天的农民形象将会被颠覆,农民会成为有钱赚、有尊严、令人向往的新职业。在家点点鼠标就把地种了、就能把农产品卖出去,在有些地方已经成为现实。   《 人民日报 》( 2016年10月09日 09 版) (责编:王子侯、乔雪峰)相关的主题文章:
